Tracking Abuse of Preemption Legislation in the States: June 22, 2022
During the 2022 state legislative session Local Solutions Support Center (LSSC) is publishing a weekly digest summarizing notable abusive preemption bills and their progress through session. This post will serve as an archive of all updates for the 2022 legislative session.

PA SB996 (Education):
Would prohibit local governments from “infringing” on certain fundamental rights a parent has in relation to their child. It provides a standard for judicial review of the allegedly “infringing” local government action. See bill here.
PA SB275 (Environment):
Would prohibit municipalities from limiting the type of energy hook-ups available to individual consumers. This is an attempt to preempt cities from banning natural gas hook-ups. This bill is in committee. See bill here.
PA HB1538 (Firearms/Preemption Repeal):
Would repeal sections of a statute that preempts municipalities from regulating firearms and from bringing legal action against firearms manufacturers, trade associations, and dealers. This bill is in committee. See bill here.
