Tracking Abuse of Preemption Legislation in the States: June 15, 2022

During the 2022 state legislative session Local Solutions Support Center (LSSC) is publishing a weekly digest summarizing notable abusive preemption bills and their progress through session. This post will serve as an archive of all updates for the 2022 legislative session.

PA SB1191 (LGBTQ Rights)

Would restrict trans students from playing scholastic and collegiate sports. Would create a private right of action for other parents or students against the school for not enforcing this requirement. The bill passed the House and has been sent to the Senate. See bill here.

PA HB1947 (General Preemptive)

Would prohibit municipalities from limiting the energy hook-ups available to individual consumers. This is an attempt to preempt cities from banning natural gas hook-ups. The bill passed the House and has been sent to the Senate. See bill here.
