Tracking Abuse of Preemption Legislation in the States: May 18, 2022

During the 2022 state legislative session Local Solutions Support Center (LSSC) is publishing a weekly digest summarizing notable abusive preemption bills and their progress through session. This post will serve as an archive of all updates for the 2022 legislative session.

MO SB 678: Would require Kansas City to provide 25% of its general revenue per fiscal year to fund the Kansas City Board of Police. This bill has passed the state senate and the state assembly. See bill here

MO SB694: Would, among other prohibitions prohibit the use of the 1619 Project initiative of The New York Times or “critical race theory” as part of any public school district curriculum, course materials, or instruction. This bill is in committee. See bill here.

MO SB 702: Would prohibit employers as well as school districts from requiring the COVID-19 vaccination or COVID-19 testing. This bill is in committee. See bill here.

MO SB 781: Would restricts transgender girls from playing on girls’ teams at public and private K-12 schools and public and private institutions of higher education. It also creates a private right of action for students should the school or institution violate this requirement. This bill is in committee. See bill here

MO HB 1858: Would require school districts and school boards to collect curricula for public review via a searchable database and on each school’s website. Would also require each school board to hold public comment meetings regarding this bill’s curricula requirements. This bill passed the state house and has been sent to the state senate.
